What Happens When You Convert PDF to TXT
LibreOffice reads the text layer of the PDF and writes it out as plain text. This works only when the PDF actually contains text. A scanned document is a picture of words, with no text layer at all, and produces an empty or near empty file. There is no OCR step here. Reading order is the other common surprise: PDFs position text absolutely rather than in a flow, so multi-column layouts, sidebars and tables can come out interleaved in an order that made sense on the page and not in a text file.
