The second is animation: the image is read as a single still, so an animated WebP produces one frame rather than a moving GIF. Transparency is supported by both formats, though GIF only offers a single fully transparent colour rather than the smooth alpha WebP can store.

GIF is the wrong destination for a photograph. If the target simply needs a widely supported image, JPG or PNG will look considerably better at a smaller size.
