When Do You Need to Convert JPG to ICO?
You need a favicon for a website, an icon for a Windows shortcut, or an application icon, and what you have is a JPG. Converting JPG to ICO produces the icon container Windows and browsers expect, which renaming the file extension will not do.
What Happens When You Convert JPG to ICO
ffmpeg reads the JPEG and writes an ICO. Icons are small and square by convention, with 16, 32, 48 and 256 pixels covering most uses, so a large photograph has to come down a long way and fine detail does not survive that reduction. The other thing to plan for is transparency: JPEG has no alpha channel, so whatever background the photo had is baked into the icon. Starting from a PNG is the better route when the icon needs a transparent background.
Worth knowing before you convert
A photograph rarely makes a good icon regardless of the conversion. Crop tightly to one recognisable shape first, or the result is an indistinct square.

Image conversion from JPG to ICO preserves colour information and dimensions. If ICO uses lossy compression (such as JPEG), compression artefacts appear at lower quality settings — use quality 85+ to minimise visible loss. Transparency (alpha channel) is preserved in formats that support it; if the target format does not support transparency, transparent areas are filled with white by default.
